Metropolitan Business Plan for the Building Energy-Efficiency Testing and Integration (BETI) Center and Demonstration Network

The Brookings Institution has selected three regions – the central Puget Sound, metropolitan Cleveland and the Twin Cities – to pilot an innovative approach to regional economic development, using the discipline of business planning to identify strategies to grow jobs and long-term prosperity. For our region’s “Metropolitan Business Plan,” we are focused on increasing the sale of local energy efficiency goods and services to the rest of the country and the world.

The initiative is being staffed by the Puget Sound Regional Council, and led by five co-chairs:

  • Mayor Ray Stephanson, City of Everett & PSRC President
  • Phyllis Wise, Interim President, University of Washington
  • John Gardner, Vice President for Economic Development and Global Engagement, Washington State University
  • Norman Rice, President & CEO, Seattle Foundation
  • Phil Bussey, President & CEO, Greater Seattle Chamber of Commerce
In addition, a steering committee of more than 40 industry experts and community stakeholders has contributed to the development of the plan, which proposes the creation of a Building Energy-Efficiency Testing and Integration (BETI) Center and Demonstration Network. BETI will allow innovators – researchers, entrepreneurs, manufacturers and service providers – who have successfully developed promising products, applications, designs and services to test them in real-world settings prior to launching them into the marketplace, as well as learn about their integration with the other aspects of the built environment. By creating an atmosphere in which all companies have a better chance to grow their customer base and market penetration, BETI will support the growth of the energy efficiency industry in the central Puget Sound, creating jobs and importing wealth into the region.
